A confidential document that describes coalition conversations between the Conservative Christian Democratic Union and its Bávara Brother Party (CDU/CSU) and the Social Democrats of the Central-Loving (SPD), reveals how different this process of chaotic negotiations prone to leaks of 2021 will be different.

In Germany, coalition conversations are long and messy matters. After the 2021 elections, the SPD, the Greens and the Free Democrats (FDP) formed an alliance known as the Ampel (Traffic light) Coalition: called by the colors of your party. The document, which serves as a “play book” for the 256 negotiators, also dictates strict rules about the process. All the results of the working group will be channeled through a central steering committee before reaching the party leaders.

The rules even extend to regulate what negotiators will eat. If the meetings are held outside the headquarters of the party, the restoration must be ordered through a designated provider and the invoices must only be directed to the Federal Office of the CDU, which will then redistribute the costs.

Financial proposals must be documented and disputes must be resolved at the lowest possible level, minimizing high drama fights that affected the last government.

Even logistics is closely regulated. Working groups must present their first drafts of the agenda before March 16 and all negotiations must conclude before March 24 at 5 in the afternoon, without extensions, without last minute.
