Mother Facing Child Endangerment Charges Reportedly Left Her Children Unsupervised Several Times Before, Neighbor Says

HARRIS COUNTY, Texas (KTRK) — A 30-year-old mother of five choked back tears in court when a Harris County judge said she is not allowed unsupervised contact with her children after being charged with child endangerment.

Shelbi Rossow was arrested after deputies say five of her children were found alone in an abandoned trailer in Highlands. Court documents reveal that the children were naked, hungry and thirsty.

The youngest is just 6 years old and the oldest is 12.

“It killed us. We were all around the kids. The kids were running around the apartment complex. They were playing, they were playing with me,” Kara Leblanc said.

Kara Leblanc lived near Rossow in an apartment complex in Baytown. She said she was constantly worried about the children.

“She was high the whole time,” Leblanc said.

Court records show Rossow pleaded guilty to possession of a controlled substance last year.

Authorities have not revealed how long Rossow was gone or who notified them of his alleged absence, but Leblanc told ABC13 it was not the first time.

“That wasn’t abnormal. She regularly left the children alone. They would sit on the front porch and cry because they didn’t have food,” Leblanc said.

Leblanc hopes Rossow gets the help he needs so the children can live healthy and safe lives.

I want everyone to change their life. I want him to get his kids back, but I also don’t want him to get high when he does.

Rossow’s next court appearance is Monday.
