Chillico, the man who will face charges of kidnapping and dangerousness in Livingston Co.

CHILLICOTHE, Mo. (KCTV) – A Chillicothe man will face kidnapping and child endangerment charges in Livingston County after a change of venue was requested.

Livingston County, Missouri, Circuit Court Records indicate that on Monday, Oct. 21, the case of Paul T. Fields Jr., 41, of Chillicothe, had been transferred from Daviess County.

Fields faces charges of kidnapping, disorderly conduct, resisting arrest and two counts of endangering the welfare of a child.

He Daviess County Sheriff’s Office said that on Oct. 3, law enforcement officers were called to Fields’ home with reports of child abuse. When they arrived, they found three children who were in protective custody, but Fields was not there.

Investigators noted that Fields had left drugs, paraphernalia and a firearm within reach of the children before leaving. However, once the three children were loaded into a Children’s Division vehicle, Fields sped toward the driveway. Tried to block Missouri Children’s Division officials to leave, but was ultimately unsuccessful.

When Fields attempted to charge another Children’s Division employee, law enforcement officials said they ordered him to stop. After multiple commands he failed to comply with, a Taser was shot at Fields, who eventually complied and was taken into custody.

As of Friday, October 25, Fields remains behind Daviess County bars with no bond listed. A bond hearing in Livingston County is scheduled for 1 p.m. on October 30. No further information has been released.
